We create thoughtful, well-resolved environments shaped by material integrity, spatial clarity, and human experience. Founded in 2015, Penn District brings a decade of experience across workplace, multifamily, educational, and mixed-use projects, grounded in collaboration and a deep understanding of how spaces are built, used, and lived in.

RECENT PROJECTS

  • Washington School for Girls

    Designed as the fourth phase of THEARC’s campus expansion, this 33,000 SF academic facility brings Washington School for Girls’ grades 3–8 together under one roof. Filled with light and flexible learning spaces, the building supports academic excellence, community, and growth.

    Completion Winter 2025

  • Jubilee Housing Ontario Rd

    This infill development advances Jubilee Housing’s mission of justice housing through a 52-unit residential building paired with a state-of-the-art aquaponics system. The project combines affordable living with food production, job training, and pathways to resident-driven economic mobility.

    Completion Spring 2026

  • Jubilee Housing Kalorama Rd

    This 14,000 SF adaptive reuse project transforms a former church in NW DC into a 21-unit residential community for returning citizens. The redevelopment includes a full gut renovation and a new third-story addition, creating spaces that support stability, training, and connection.

  • Cypress on Vine St

    Designed as a modern model of urban living, this 56,000 SF, five-story new construction co-living residence in the Takoma Park Historic District brings together 28 multi-bedroom units organized around shared kitchens, lounges, and rooftop amenities.

FOUNDER

Samantha Pennington, NCIDQ

Samantha is an interior designer, creative director, and visual artist with over two decades of experience leading design projects across workplace, multifamily, residential, and educational environments. Her work moves fluidly between interior architecture, furniture, and space planning — guided by both technical expertise and a strong intuitive sensibility.

As Founder of Penn District, Samantha leads projects ranging from focused residential renovations to large-scale commercial and community developments. She is known for a thoughtful, detail-driven approach and for working closely with clients, architects, developers, and contractors to shape spaces that are cohesive, purposeful, and built to last.

In a parallel body of work under Seeded, Samantha extends her practice into the experiential and sensory dimensions of space — creating installations and environments centered on presence, restoration, and connection.

Across all facets of her work, Samantha views design as both practical and expressive — a way to translate intention into form, and to create spaces that support how people live, work, and gather.
